Melt enough wax to fill your melt pot, but leave enough room to dip the balloon in. Usually about an inch or so from the top is good, unless it's a really big balloon.

Set the melt pot on top of a cookie sheet or pan in your sink.

Let the wax cool to about 150 degrees.
